Headgasket question for a friend

Alright, I don't pay attention much to the 2.5 discussions, but a friend of mine will be inheriting a 99 legacy outback, and I told her about the headgasket issues. Is her 99 one of the phase I motor blocks, or did they have the fixed phase II blocks out by then?

I was under the impression that the problem wasn't fixed until 2000-2001, but I could be wrong.

Its still a problem with the 99, and 2000 (weve had both ;) )
