Can not set timing correctly on EJ25

I can not set the timing on my 97 legacy gt 2.5L DOHC.

I've followed the haynes manual exactly and even looked at a few other sources. When I originally took off the timing belt , I did line up all five marks according to the manual. When i put the new one on, bolted everything back up, the car threw a CEL and started running in LIMP MODE. I have attempted this three times and it is still not correct. Are there any tips or tricks that I should know about to get this correct?

Did you rotate it a few times before start up? Also, what is the CEL for?

I did rotate it a few times and everything looked and felt fine. I don't remember the specific code but they were about a misfire in #1 and crankshaft sensor issue

Did you get the heads resurfaced? Supposedly if you have them machined many times they start throwing misfire code and some use this adjustable idlers to compensate for it.

I know the 25d that I rebuilt will throw a phantom misfire on 3 (I think) when going past 70. It drives fine and doesn't do any misfire symptom.
