starting issue in super cold

When it's really cold out my car has an issue cranking over. Basically the start solinod clicks and the engine won't crank. I have a newer starter that I bought last September. I was thinking it was my battery not having enough cca's because it was a few years old and has been fully drawn before so I needed to replace it anyways. However this morning it did the same thing. Some times if I go to start it will take a few seconds for the starter to even engage.

Also when I did my retro fit and pluged in my balasts one blew for no reason. Second time it's done that during the retro fit. I have been thinking about possible causes and my only conclusion I can think of that explains everything is poor grounds. I am thinking a grounding kit may help me, anyone else have any ideas?

First thing to do is check your grounds, or even better, get a cheap ebay grounding kit, and put a nice big line from the starter straight back to the negative battery terminal.

If that doesn't solve the problem, then its probably your battery; they don't like to produce a lot of amperage when they are cold, especially old batteries.

but it's doing it even with a brand new battery it's super retarded. I will check the ground from the starter to the battery here in a few and make sure that that is tits

Check all your ground contacts, and replace/enhance the grounds as appropriate.

You may also want to invest in a battery warmer blanket - it can help insulate the battery from the cold air/hot engine temps.
DEI manufacture these.

Depending on where you park, Subaru has battery warmers as accessories - you plug into an electrical outlet.

I have the block heater, just can't get the freeze plug out of my block to put it in :/ stupid 14mm allen socket is impossible to find

I found one at Checker's when I did my block heater.

Another tip; before you start the car, turn the ignition on to let the fuel pump prime for 3 seconds before you start cranking. My car will start on the first or second turn when I do this, even at below-zero temps.

all depends on how cold we are talking...anything below 40f will start to freeze up your liquids making it really hard for your little starter to turn your motor over...
Mine starts in 40 below (-40f) with a Block Heater and Oil Pan Heater.
Otherwise like everyone else said check your connections if you get that annoying "TICK"
