Picked this up from eBay for cheap; its a Pro-Fit VSM (vehicle specific mount) for the 1996-1999 Legacy.

It just slips between the HVAC control box and the frame, and uses the stock screws. Then the trim pieces pop right back over it; a 5 minute install.
The part number is SU-52-96. They are sort of hard to find but they are still around.
It works really well for holding pretty much anything. Especially a cell phone; its easier and safer to take a call with speakerphone while its in the mount.

I got it for $14 shipped, but it was the last one. I found some others for about $24 shipped. Just check Google shopping; there are usually some floating around.
The actual holder was $20, bought separately.

That's pretty nice - clean install - and it's going to be more secure than a windshield mount.
Any vibration while driving?
I have an Arkon universal windshield mount that I use with my iPhone for GPS and handsfree. Bluetooth headset so no cables to worry about.

How well do you think that position would work for a GPS as opposed to window mounted? Pretty cool! Could use that for a lot of stuff!

No vibration thus far. It rests against the foam dash panel so that helps dampen any vibration.

I think a window mount would be a little safer, just because you can keep you eyes aimed at the windshield while looking at it, but I have used the maps function on my iPod while mounted and it works fine.

I imagine that it would not affect the airbags.

Good question. I went to the Pro.Fit website to see what they say.
They do not block airbags, obstruct dash amenities or controls
I hope that means they're out of the entire area an inflated back would occupy and you don't have to worry about an inflating back launching your device at you.
