I searched a bunch, and couldnt find the answer. I have an 03 L wagon, and the headlamps are 1 big clear lens. The outbacks have some wierd black outline around it. What are the differences?

thats the only difference i know of. just cosmetic.
the black outline comes on the gt as well so they are interchangeable.

The GT/outbacks use a 2 bulb headlamp, one for hi and one for low. The L's use a single, dual filament bulb.

Does this mean that you can put GT headlights in a L model car and have them be plug and play? The GT headlights look so much better...

if you can do a little wiring, to split the wires coming out of the plug, yes. It's not that hard. The only thing I like about the L headlights is that theyre much easier base for HID retrofits.
