I bought GC8 low rear springs and am going to buy the fronts tomorrow. Will they fit in the stock 97 Legacy 2.5GT struts?

I believe so.
both have a non-tapered rear spring design.

however, i'm unsure about the strut-length and perch height differences that could cause ride-height differences

front you need 93-01 impreza perches. and stock rs spring and perches raise a minor amount. rear springs fit, but stock rs spring are shorter than legacy springs. so you may not get the right drop you want

These are definitely non tapered.

The front springs come with struts so that should be alright. Would it handle worse because the struts are longer on a legacy? I'd assume it'd make things softer.

I can answer this one. The fronts will fit and the rear will not. You can use them but you will really slam the car. I have b&g sport springs on my legacy. The gc rear top hats are a smaller diameter than your legacy. I have been using them for few months. Then I installed a set of 17s and ended up having to add spring boosters to lift the car because the fenders sat right on the tires. It still rubs when cornering. I would suggest getting some different springs. I am not sure what would be best to use. I do know that the 02 and up impreza uses the same
