Small spot of rust on the roof...best way to fix?

So I noticed a small spot of rust on the roof the other day and I was wondering the best way to stop it and take care of the problem before it spreads?

sand blast it, sand at least 3 inches around it in every direction down to the bare metal, sand it smooth, prime it, paint it to match
water sand it, buff, wax, polish.
