on the bolts there are dash marks. on the strut there is a center mark above the bolt hole that is 0 camber. moving the bolt outward will be pos camber, moving the bolt inward will be negative camber. most subaru factory specs for camber is -.5 camber. i set mine at -1.5 camber.
on the bolt the big marks are 1 and the small marks are .5. i beleive the bolts go to -3 camber. that is to much unless you are trying to drift your legacy. go with -1 camber and you should be good. i would recommend you get an alignment to make sure everything is good, as you might put the caster and toe out of wack.

the top bolt will be the camber bolt. it should be about and in longer than the bottom bolt and have the dash marks on the bolt head side.

i put the bolt right after the first line so it would be inbetween 1 and 1.5 but im not sure if i have it negative or positive

that is negative. another way to tell is spin the bolt around, and look at the spindle it shoud go in an out. in is negative out is posative.

did you look at the bolt?
turn it when the strut was loose and watch what happens?
that bolt is set to the positive side of 0. Max it all the way in, but since you're getting an alignment it doesn't really matter. For better handling you will want to have as much negative camber as possible. The most you will get out of the stock bolt is a bit more than -1 degrees.
