i am rebuilding an ej251 short block and a set of ej22e heads, basically i am having it cleaned, replacing all the seals, bearings and rings, with a timing belt "kit" so i get brand new pulleys and tensioner

If there is nothing wrong with the engine and it just needs a "freshening up" typically would would cut the ring ridge on the cyls if there is one, hone the cyls, replace the piston rings and all the bearings as far as the short block goes. Heads you would typically replace the valve seals, grind the valves and seats. I've probably forgotten something there as I'm not a engine builder specifically, but that is a good start. That would be for a good running engine that just needed refreshed. If the engine had problems, low compression, oil consumption, broken parts, etc, pretty much everything would need to get measured to see what is worn out, and that would dictate what parts would need replaced/machined.
