i have a 1990 legacy sedan and i was wondering where the govenor was and if i could remove it.

I believe its not actually a governor, but its a fuel cut point that's built into the ECU. You'd have to get a different ECU (like Perfect power 7 or something along those lines) from the aftermarket.

I believe its at 112 mph on the EJ22s also.

Not trying to be smart ,but im pretty sure a govenor is somthing used in carberated engines that when the engine bogs down it automatically adds fuel/air without you touching the pedal. Kinda like reserve power. Atleast thats how the Gravley Manual to my tracotr explains it.

no, its also a type of speed limiter. Nowadays, the ECU just cuts fuel at a certain speed.

Not saying you're wrong though. could be either.

Oh, and by the way, it's "Governor" not "Govenor" ;)
