Well, after some discussion on another board, I have made contact with a US supplier of an S401 replica front bumper from a company called K2Gear in Japan.
I've decided to try and determine interest here for a future group by in the chance I am able to convince them to take part in such a deal.
For reference, heres the conversations I have had with them so far.

In a recent conversation with some associates in Japan, they mentioned that 5Zigen International Inc is a distributor, or at least associated, with a Japanese company called K2 Gear.
Are you able to import parts through 5Zigen International Inc from K2 Gear to the US?
There is a decent amount of interest in importing a front bumper which is under development from K2 Gear, once it hits the market.

I do, however, think there has been a mis-communication. I am in charge of a not-for-profit organization for Subaru enthusiasts. Although I believe there is much profit to be made off of the product, I would much rather see the availability of items from K2 Gear in the United States without adding middle-men to increase the cost of such a product. Also, if I did register a business and provide a business certificate I would be doubtful to meet your minimum order requirements.
Based on your response, I assume that 5Zigen USA only provides products to registered distributors in the United States, and not to individual consumers. Would it be possible to organize a group buy of 5-10 people to pay at once for the item in order to deal with 5ZigenUSA directly, and not go through a distributor? If not, I assume I will need to talk to an authorized distributor for your company. If this is the case, I would appreciate details on such a distributor.
For reference, the product that we are interested in can be viewed at http://www.k2k2.jp/news01.htm . This is an S401 replica front bumper for the Subaru Legacy. Based on my limited knowledge of Japanese, I gather that the version to fit revision A-C(similar to USDM design) is still under development. Through various contacts, I believe that I can organize at least 5 people to purchase this product from K2Gear through 5Zigen.
