so i got a set of 98 RS springs, will they fit my 02 BE legacy, and if so will they lower the car?

Since your car has multi-link rear suspension (and rear shocks) and
the impreza (1993-2007) and legacy (1990-1999) have mcpherson struts all around,
my guess would be springs that fit rear struts wouldn't fit your rear shocks.
