ventilation system problem

my friend has a 1999 legacy and is having a problem with the ventilation system. when you turn on the fan, air only comes out of the front vents. when you change it to the floor or the defroster, no air comes out on the floor or the defrosters, only the front vents. someone told then that it might be a problem with the motor. does anyone know what the problem could be and is there any thing that we can check?

haha. I have the same problem, but it only comes out from the vents on the floor and the two outer vents on the dash.
if I change it to defrost that will come on too, but with the floor and the outer vents.
I asked a similar question, and was told the problem could be the climate control unit itself
I was also told I could check the continuity on the unit to see if its defected.
If you figure it out post it up.
