Fix the rust spots? HELP plz

so I have the common right rear fender rust spot. What would be best to remove the paint and rust? And what to use to prime it to? I will be getting the car repainted before winter as the front bumper has alot of road wear too. The car is mainly garaged right now as its getting ready for a swap early next year. THANKS!!

the question is, how bad is it?? pics will help, but basically, rust cannot be "fixed" so much as it has to be removed, however you do that, it has to die. it never gets better, only worse, so killing it is your only option. :smt021

You have to cut out the panel, at least 3" around the actual area. Rust is microscopic and literally is metallic cancer.
