Does it pre-wired for the fog light??

I have a 98/99 Legacy Brighton.
I bought a set of GT fog light and I can't find the plug for the fog light behind the bumper.
Can anyone tell me that does it have the factory pre-wired?

My 98 Legacy L did not have any wiring for fog lights.

You'll probably have to get an aftermarket harness, I got mine on ebay for cheap.

my 99 L doesnt appear to have the wiring harness (plug)... but I can see the bundle of wires that it would split off from.

Make your own harness! Just grab the switch and plug from the junkyard, a relay, and some wire!
