The O2 sensor really only works in closed loop - in open loop your throttle is usually wide open (WOT). You should be able to see the sensor switch from closed to open.

If the engine is hot, then the O2 rich should cycle on and off. Chances are you need a new O2 sensor.

So are you saying the same as kiwi gt here? if its hot it should switch in and out? isnt it in closed loop whem cold and then open loop when hot? (or vice versa)
Are you saying that if the engine is hot and I rev it up and down i should see it switching?

Yup, dead cold (as in first start for a few mins) and WOT is open loop. The ECU ignores the O2 signal and operates on preset data. Closed loop is when the ECU adjusts the mixture according to the O2 sensor data.
See pic for closed loop. In open loop, the top RH arrow is ignored.
