Door Lock Timer Buzzing?

Well I am finally getting around to finishing wiring so I have door locks and the ability to roll down my rear windows.
When I plug in the Door lock timer, it just buzzes. I have looked over and over the door lock system and everything looks normal, I have been studying the crap out of the repair manual and wiring diagrams and just cant figure this out.

Wiring came from a 95 Legacy L Wagon, it is in a 97 Legacy GT sedan.

And the door locks still dont work. But all interior lights and all windows work. Which progress. Only had the map light and front windows earlier.
