What all do I need to change on the Outback to make the entire suspension setup look like this? (in other words, what is different from your car?):

Front: bilstein shocks, control arm, swaybar link, cross member add-on brace (metal bar bolted on with 2 bolts going to the jack-up plate).

Rear: bilstein shock, rear swaybar.

I have almost everything except the that brace. Do I need it for a Outback -> Legacy conversion? I won't have a turbo model... And what about the spacers I've heard about? Don't those need to be removed or something?

The brace isn't really necessary, it's something you probably don't even "feel" when driving the car. Subaru used to sell an SPT/STI brace for the old 2.5RS, that will fit a USDM Legacy (being that they use the same crossmember/front end), they weren't really popular. The spacers are for the 1" lift, you can keep it in there if you're going back to around stock-Legacy height, but if you want to go lower, you probably should get them swapped out.

Don't the US Outbacks have a wider track than J-spec Legacys? Are there going to be any problems with just swapping out those parts mentioned earlier?

No, the "wider track" is really from the slightly lower offset wheels (48 vs. 55mm, so about a 15mm "wider" track), there was no actual difference in the suspension other than the spacers and longer strut body.

My personal theory is that the wheel choice was done to reduce the "sunken in" look with the addition of the plastic body cladding the outbacks got on the lower sills and fenders.

Awesome, that's great news! So changing the doors, bumpers, and struts/springs will make it a regular Legacy?
