he re-directed the intake to go to the foglight hole for a RAM effect.

is that RUST on top of the filter??

I did a similar thing on my Impreza - which didn't have foglights so no loss.
But I kept the filter higher up, and used plastic piping to direct air onto the filter.

yeah, it's rust.

the piping for this is actually all stainless

I have seen something like that a few times. In my opinion the gains are just not there. If you do try something like that with the intake plumbing so low make sure you get a bypass incase you get water in it. I have seen a few cars with low intakes take water in and need a new engine.

I have mine open, but I don't have the filter there. My brother is one of those guys who needed a new motor for his focus. Sucked in water crossing some water on a road in california.

I had one for a little bit as an experiment. I believe I have a pic somewhere...

It was pretty sweet, I would've made it permanent if my bumper would've allowed me to move it somewhere behind the grille instead of through the fog light (I heart my fogs).

probably an enjen or weapon r intake but im not sure if they hang that low

no, they don't, that's quite a ways from the fender inlet in the engine bay...probably about 14"

I currently have my injen picking up from a very similar location, a little higher up though.

With the OEM fogs installed there is pretty much nowhere for air to get in there, but the hella 2020s I'm running allow plenty of room for the ram-air effect.
