is the 02-03 wrx strut bar the same length as a strut bar for a 03 legacy? like just the bolt holes are different right? if its the same size i can just drill new holes.

Yep...

Any GC or BD FRONT strut brace will fit... it just has to have arms that are low enough to clear the hood.
