What is the difference between the two Hella Supertone P/N's

I see different part numbers for what appear to be the same horn...

One is 115db, and made in India; the other is 118db and is made is Germany.

[Reason]

The ones from Germany come in a box, the ones from India come in that hard plastic wrap. I forgot the name they call it.
