Sup guys and gals I'm a new guy from east Pennsylvania reping a 2003 silver Legacy. New Enkie rims lowered suspension and so nice new tint. I am looking for a muffler tip but I don't want anything too loud just a "purr" so to speak any suggestions?

Welcome to SLi.
Its nice to see more Gen 3 BE owners joining.
Anyways any simple aftermarket muffler (magnaflow) will give you a nice purr but if your looking for that "boxer rumble" you can just buy a set of Un-equal length headers off ebay.
Check out the literature & manuals section and enjoy SLi.

They are too far for me to do regular meets but I do parts trading and buying with them. Allentown is over 100miles away from me.

Headers -> Cat -> Mid-pipe -> Axle Back -> Muffler.
These are the sections of your exhaust.
Un-equal Lenght headers from ebay are bolt-in and give you the boxer rumble. A Magnaflow/Stromung/SPT/Cobb muffler will give you the tone you want. A high-flow cat will give you the rough raspyness that many members like.
The mid-pipe and axle back can be upgrade to 2.25" from the crappy 1.75" you currently have.
Best bet is an exhaust shop since they have pipes and mufflers

is it better to get the parts separately or in a package?

Yea dont feel dumb we all started out somewhere. There was threads all over based on exhaust modifications, fitments, and sound clips. If your car is a single port exhaust they are custom making uel headers on rs25.com for a little while.

^^
EJ251/2/3 do not come in single port :-p
There is no magical package that you can buy for these damned cars!!
Do not buy exhaust systems for Japanese Legacy's they are ment for the Twin Turbo EJ20 motors.
Piece it together .. no other option unless you buy a local members setup.
