So I can't tell if the cam is one tooth off (pax side is fine) and the crank is lined up with the mark.. anyways my main concern is me pulling the belt and I don't want the cam to shoot around and hit the intake valves or anything crazy like that.
here is some quick pictures

Most belts have the marks on them and helps you get it right..
Also, the cams have marks on the backing covers... It looks like you might be off by one tooth on the bottom... Look and see if you have the top one lined up with the top mark on the cover. The driver side cams are a little on a PITA it get right if you dont have the right tools.
Could be the top one off also... But looks like one of the left cams is off.. Pass side looks good...

Oh, if your tensioner is still compressed, letting it go should set them right. If it's released (looks like it is), your off by one... It's been a few months since I did my last twin cam Subie belt...

the tensioner is still on this is the old belt I'm not so worried about how to set the belt I'm more concerned about the cams.. since I have to remove them to get to the head bolts.
As you know you can bend valves if the intake and exhaust hit each other

If I remember right, the driver cams are slighly off a little, but not that much.
With the new belt, line up all the marks and you you'll be good. the driver cams have a tendency to want to roll, but I have never had a problem with them (valves) getting bent, in that way when doing a belt. However, try not to let them roll. Looks like you got the motor out and that makes it a bit easier.
The last one you line up is the top left (driver) cam, at least thats how I do it. I use plastic clamps to hold the belt on to the cam gears and the crank. If your not sure about if your timing is right or not, roll the motor over a few times and re-check it. I still do this even though I have done a bunch of ej25 belts, just to make sure I wasnt rushing...
hope this helps..

I think I have to put the crank back on because some of the valves are being pressed by the lobe so I can't check with my feeler gauge.

any reason why I can't use a impact on the head bolts to back them out? I can't get them to come out because I don't have a stable surface and I was wondering if I could do that.

You dont really want to, but you can... I do it, bt on motors that are junk, aka spun bearing or broke rod... On bolts I'm re-using, I dont. Too much of a chance of marring them up...
Make sure when the heads go back on, you use Subaru gaskets. They hold up much better! Also make sure you follow the tq specs...
