I got the belt on and put the last pulley in the lower one and it throws off my cams and I pulled the pin on the tensioner and no change..

The tensioner pulley that's should move up and down right? I don't understand why it wont when it set to anything but finger tight..
When set it does not rotate just to check I saved the old one and it does the same it wont pivot up and down when set to the 29 ft-lb.It does when it's only finger tight...

Did you remember to put the washers back in and sleeve back in? Depending on the year, there is a some washers and also a sleeve.
As for alining the cams, If you got a good quality belt it will have all the cam and crank marks on it. Start with the crank, then line the right side (passenger) next, then line the lower left. The Top left is the PITA as is the lower left, but when they are lines with the timing marks on the belt thats when you pull the pin for your tensioner.

What is that washers??? the belt tensioner is just the bolt, sleeve and the pulley.
The fsm is not showing a washer in that area.

here is what I don't get.. the drivers side is set up right.. and the passenger side the marks are not really lined up but the tooth count matches with the notch at the top.. As far as that belt tensioner I left it finger tight for the time being until I can 100% make sure that I have the timing set right..
Here is a picture..
the notch on the side of the exhaust cam counting up to the top of the notch on the intake is 28 but why does the cam look like that? It sure did not look like that when I took the old belt off. :-/

Found the problem!! the bolt had threads the whole length of the bolt for the new TB tensioner so I swapped the sleeve from the old and the bolt and set to 29-ft lb and it works!
Now I hope the belt will set right without the cam turning like it did.
