If they are both North American bumpers, then I don't see any reason why they wouldn't fit.

The only thing you might need is the reinforcement to go with it. The hoods interchange for all 2000-2004 Legacy's, so it will mount up. You could even use a BAJA bumper if you get a complete one, or an 00-04 Outback.
