Misfires on all 4 cylinders?

Hey, Its the first time I've actually posted here but I'm having some issues with my 98' 2.5l legacy outback. Its been a work in progress for the last few years and I got around to doing the cams about 3 months ago when I needed to change the head gasket. I did everything and got it all back together, start it up and its running really rough, shaking back and forth. It was throwing a misfire code, so I tore it apart again, reset the timing and it did it still does it. I dont know if its because of the light weight flywheel, crank pulley and cams. It'll die when I push the clutch in sometimes, It runs strong and has a good amount of power all the way through the power band, its just that pesky cel that is starting to bother me. Would a tune change this? If so should I go with the perfect power smt6 or the greddy emanage ultimate?

"the theory is that the much lighter pulley combined with the lighter flywheel will cause the crank sensor to see the speeding up and slowing down of the rotating crank shaft to be more noticable and will think its a misfire. the stock stuff is much heavier so it keeps the crank speed more constant during rpms. some may not have problems and some may have many headaches with this."
