rough idle high and low?!?!?!

my car will idle really high or really low this is not all the time but it starting to happened more. i havent found any vac leaks yet could it be tps if so can i test it somehow? where else do i look? thanks

Idle air control valve - IAC. Try taking that off the throttle body, cleaning it and installing it with a new gasket.
