After confirming the proper boost levels for my car here is my predicament, my car on any given day creeps and i do mean CREEPS up to proper boost level on the first stage, until it reaches 0.5 bar, after which it stays consistent no higher or lower. Once the second stage should start it just stays at 0.5 bar all the way to redline. Now on some days very rarely my car will boost to 0.9 to 1.5 on the first stage (and if i would let it i bet even higher and this is already at 3500-4000 rpms) or operate normally such as first turbo boosting to 0.5 bar then VOD then second turbo boosts to 0.8-0.9 bar. I have no fricken clue what is going on a low boost and over boost condition?!? :smt021 I plan to replace vacuum lines this weekend. The only other clues I can give is this car only has 65,000 miles, a muffler tip weld on with exhaust valve actuator removed from the muffler, a GFB BOV the recirculates, and when i changed the oil i noticed a thick black sludge on the wastegate actuator on driver side turbo which does not appear as a oil leak as it is on nothing else and my oil stays exact where it is supposed to be and no visible leak spots under car where i park.

Thanks for the help

Wastegate flapper may be crapping out and the tension isn't what it needs to be.

I feel retarded but I believe I have fixed the problem, I switched out vacuum lines for new ones and turned my BOV to 100% recirc instead of 50/50 and its operating normal for the last 3 days so hopefully that fixed it.
