Looks like the type A bumper, 93-96. The projector fogs came with the type B 96~.

I think that might be the same as our 95-96 GT bumpers.

I've seen those fogs on a USDM 95 LS model, the 95-96 LSI got the projectors of course.

Notice that the front clip is obviously JDM but before the projectors became standard over there... I am going to guess 1993.

That looks like aftermarket to me. I have a book that might have it listed. I'll take a look

This has no lip, the foglight holes look like they were made for the fog projectors and the middle air dam the cross piece is close to the front of the car, where that earlier oem looks more set back...

Cant tell you about the front clip but as I mentioned I've seen a couple USDM LS's with those fogs at the junkyard/my second home. They were wired in the oem harness and had the factory fog button inside. Sold a set to edrach on nasioc
I'm having a hard time finding foglights in the FSM's or opposedforces.com

Here's an early JDM bumper

And a late JDM bumper, bottom of the rung TS-R FF without projector fogs

Slightly different to the OP but near enough.

the guy who posted that on craigslist has a HUGEE warehouse full of JDM parts for many many cars. he runs a place called venus auto. I actually drove up there, SF-Sac and picked up jdm headlights, tails, and grill for my BG. the guy, ron, is a little weird, you have to be very straight with him, tell him what you want, and he'll get it for you. but, very unorganized, he has parts stacked on top of other parts and he doesnt like to negoiate too much. i had cash and he wouldnt go down like 10 bucks for me. so just be aware. he did however have many subaru motors, some turbo'd some N/A. front clips of BG's and other subie's as well. he wanted around 500 for the bumper, headlights, fogs and bumper support. i paid 350 for pair of jdm headlights, jdm l7 grille and jdm rear tailights (without center garnish :( ) not the cleanest parts but with a little cleaning, its worth the money.
