Haii there! My 96 Legacy Outback 2.5 is well over due for a brake job (Front), And what's the best setup Pad wise, and I'm not sure if I'm going to do the rotors but if theirs a reasonable setup i might do it all. I'm going to be Changing out a Caliper too while I'm at this, I've seen some deals on ebay from Retailers.
I've got a 1996 Legacy Outback 2.5L A/T Step Roof, It has disk brakes all around. vin plate photo posted below. MFD in 03/96 This is it's birthday mouth happy bday subie!

Best set up for the price I've seen, which can be done cheaply if you hit nasioc or a local part out, is a 02-03 WRX swap in the front (294mm rotor) and then a 02-03 WRX caliper in the rear with 00-04 Legacy rotor (290mm) and caliper brackets. Pads would all be 02-03 WRX.
EDIT: This is soon going to be my set up. Not sure if the rear stuff would work for 04-05 WRX depends on caliper design and pad design.

do you do anything with your car that might require a brake upgrade? HPDE, Autox, mountain carve?
because seriously, 9 out of 10 subaru enthusiasts do a brake upgrade they just don't need....
If you just drive your car around and have no issues with the brakes when everything was in good condition, then i would just get some cheap pads, and cheap rotors and call it a day. if you want a little more, get some better pads.
but yeah, rotors are cheap, so i would replace them if your going in there at all.
as for calipers, check out http://www.rockauto.com and http://www.AutoShepherd.com for good prices on remans.

Depending on your wheel size, you may not want or need to upsize the rotors. Honestly, if I were to do it allover again, I probably wouldn't have done it.
That said, if you want decent pads, you really can't go wrong with a set of Hawk HPS pads. And they're USA made, right here in Ohio, so you're supporting a local and American-owned business. They're great street pads too. Good bite, fade resistance is good and there's not much dusting.
I would pair those with the cheap rotors from the local parts store, or order online. Personally, I like ordering my brake parts from RockAuto.com - but I don't think they stock Hawk pads anymore.

ceramic pads is what i am using. the napa ones lasted 75k miles on the fronts of my moms astro van before they were bad. i have had them on my outback for about 50k miles and they look only about half worn.

No need for him to buy a 02-03 wrx rear calipers and 00-04 legacy rear caliper brackets. It'll be a waste of money. The 00-04 rear legacy brake caliper(bracket)/rotor = "h6 rears".
