Help!!! WRX brakes ASAP

So im outside and can't get these brakea on my girls 92. The 04 bracket hita the rotor and thr bottom mounting hole wont line up.

I cant figure it out! if I remove the rotor the bracket will line up. the rotor causes it to be off 1/4 to half an inch.

I wonder if they gave me the wrong brackets?

They gave me the wrong bracket. And no one sells them local. No auto part stores can get them in and subaru wants almost $80 a PIECE!
