i have an insane amount of wheel gap lol, the guy i bought them off of had them with those tires on an impreza

Hmmm. The rims on my B4 don't look like that, they have double spokes. Not sure if mine are stock or not, though, but I do see the ones I have all over out here. Rims look good though, I like the single spoke five post rims better.

That's because his are from the D type and yours are for a A~C type. The wheels changed in '01.
