Can I cut this or grind this down?

It has that sharp looking peace on both sides in the same place in the front so is this a connection area of where the chassis and something else connect? I want to grind it down or even cut a slot there so i can be as low as I am in the fron NOW with new tires on. My Tread is rubbing and digging into it and it's super loud and horrible sounding lol I'm going to go ahead try to raise my car up a little in the front till I start noticing the tire wearing down. I have the front lower then it is in any of the pics in my members ride thread but it looks perfect.

This is old this should just be deleted lol I just hammered it flat. all that black stuff are tiny bits of tire.
