Okay, I've driven two 1995 Legacy wagons with the 2.2l NA engine, and they both had a really high-pitched whistle around 3500+ rpm. Mine is significantly louder than my friend's (Better-maintained) car. I've had it in Neutral, and slowly revved it, and the whistle didn't come on until about 5k rpm, but mashing the pedal brings it on at the same range as if it's in drive, and I'm going along the road.

Anyone know what this is?

probably a pin hole exhaust leak, I have read many other threads like this and I used to have this same thing with my subaru untill I changed my exhaust.

Also, if it's a squealing type sound, it could be an alternator or other accessory bearing that is making a high pitched sound as the RPMs increase. If it happened on two of the same cars, I bet it's just a squeaky bearing like I suggested. I've experienced this and I fixed it with a NAPA bearing for under 10 dollars. try loosening your serpentine belt a bit and see if it goes away.
