Ive looked everywhere I can think of and I havent seen them. I want to delete the lighting in the hatch entirely, and mold the "subaru" reflecting panel flush into the latch itself.

Most of the tailgate deletes involve a cover that pops onto the existing lights. The way you're talking, it almost sounds like you want to rework all of that entirely to smooth the lines out. Am I correct?
As for the taillight sections on the outside, I'm not at all familiar with them. Are you sure they have reverse lights integrated? That would be the biggie that's missing from the center garnish delete. The other lights are just redundant running/brake lights.

Can't really see much of the centre section in that pic, the corner tail lights look like custom jobs to me, like they gutted some stock lights and replaced the innards.

Damn, if theyre a custom job them then I applaud the work and attention to detail. Im just really hoping to find something other than factory. I dont simply want to tint the factory lights like every other car in my area. And yea I want to clean it up a bit, get rid of the seams and spray the reflector so it all looks like one piece. I odnt even know where Id find the cover they have, which looks cool but again it has the separation between the center panel and the hatch itself. It looks to me like the lights in the pic have two separate sockets in the bottom clear area, I figured thatd permit one for the turn signal with an amber bulb and one for reverse.
Ill see if I cant get my hands on a set of stock tail lights and figure out a design as well. If I could Id get the jdm ones with the clear bottom, as the usdm has the amber bottom. I could then rewire the top red area with the dual filiment bulbs for tail/blinker as well as tail/brake (stock) This would leave the bottom available to rewire the reverse lamps through the clear section.

Yeah, I'd say get a cheap garnish and spray it or wrap it, otherwise you can get a mid-wing spoiler (plastic that covers the garnish, looks like that's what's in your linked pic, hard to tell) as already mentioned. If you want to smooth everything off it'll be a big job and fraught with danger, maybe just use bog and then spray the whole tailgate and hope it doesn't crack? I don't know about bodywork.
Sounds like you want the early model JDM tails, they were a clearer white and not smoked like the late model tails. Looks to me like you can remove the rear section of the tail light assembly but I've never tried so not sure if you have to heat it or not. When you've done that it shouldn't be too difficult (famous last words) to replace what's in there with something else, LED's or whatever. The tails in the pic you linked to have been cleared too. I would suggest trying with a cheap (broken?) USDM tail so you know what to expect before using JDM tails.
Good luck.
