Could one of the experts on here look at the link below and let me know if the 2 bottom sending units will fit my 2000 legacy gt wagon (JDM)

Nope thats not what you need.
BE / BH / BT (2000-2004) or for you (98-03) have multi link rear suspension which required a redesign of the fuel tank. The fuel tank is very shallow compared to the older style tanks.
Your fuel pump is very short compared to the longer impreza and early legacy style.
The part number you are looking for is most likely 42021AE010 however this is from a Europe Spec Legacy B4 w/ 280PS but the sending unit (Casing) should be the same

Fuel gauge not working?

fuel gauge not working properly, somtimes wen u put fuel in it will work, then when u shut off and start again it stays on empty with the low fuel lite on, its really annoying, do you think if i take it out and clean it with some electrical cleaner it might work

You can try unclipping and clipping the connector on the back of the gauge cluster.
Or you can try cleaning the fuel pump / sending unit connectors. You should find the access hatch behind the rear seats on the passenger side next to the strut tower.
The other side has another access hatch which is the "jet pump" also known as "transfer pump" these are simply used to drive fuel from one side to the other . These rarely go bad.
I'll be gone for a few days so good luck with your research.
