i have 96 outback, can some one please help me solve this issue? thanks

Pop out the switch. Un-clip the connector. Turn the switch sideways and you will see two round plastic bulb covers (1 is used to light the logo up and the other is to light the toggle on/off)
Here is a DIY for the impreza but the procedure is the same.

I'm glad to see there is a write up for this. The auto part store didn't have any info on these bulbs when I tried fixing mine awhile ago, and I don't think anyone has found an LED replacement that doesn't immediately blow yet.
I know what I'm doing tonight.

you need to install a resistor if you plan on installing LEDs. If they are blowing with regular bulbs then either you have the wrong bulb type (volts/amps) or they are defective/shorting out

I'm going to try bulbs in a few minutes now that I know which bulbs to get. I think a few of us were confused as to why LEDs weren't working in the fog light switch after their success in the gauge cluster and HVAC controls. The resistor makes sense (in terms of solving the problem), but at the same time it doesn't make sense (in the context of the cluster and HVAC lights working without any additional resistors).

I just followed the tutorial and all is well. My bulbs were only $1 a piece from radioshack (the person who wrote the tutorial paid $1.50, so thats good news), and the bulb number and even the stocking number are exactly matching. You should be able to find them in a component drawer.
The only problem in my specific case is all of my interior lights are blue, but these switches are green. I'll see what I can do about fixing that.

I got LEDS from superbrightleds.com. They would light up but are aimed in such a way that they did nothing to help.

I replaced the bulbs in my defrost and cruise control with LEDs from Superbright. I posted a quick tutorial about it but I can sum it up here. You need to pop the switch apart with a flat bladed screwdriver so you can push on the back on the indicator and pop it off. Once off, you can sand the green stuff off the back and glue it back on with rubber cement. That fixes the green part.
To handle the front firing LED when you really need a side firing LED issue, I removed some structure from inside the switch and lined the switch with sticky metal foil tape, the kind used to hold ducts together. You could also use some more of the rubber cement and some aluminum foil inside the switch.
The LEDs are polarity sensitive, so if it doesn't work right the first time turn the socket 180 degrees and try again.
I used white for the backlight and amber for the indicator and they respond the same as the LEDs in the HVAC control.
