Replace the whole unit... Had the same problem with my 2000 GT BH. You can replace the motor, but you will still not fix the problem, I can pretty much guaranty that. What happens is the cable gets messed up one way or another. I tried to fix it and spent 2 days working with it. Just get a new complete setup, it a lot less of a mess and less work.
I wrote up a DIY on it a while back... A lot more info covered in there...

i had this problem. took the headliner down sprayed some PB-blaster in the little track for the arms and it started working again.
i think there was just something stuck in the track but not sure.

have you tried pushing up on the front glass while you press the "open" button? its possible it just got stuck or fell a bit out of the track.
when i bought my 03 legacy gt wagon, i had the same symptoms, and i found that if i helped it go up, it would pull itself up towards the normal "open" position, but then it would fall back down somewhat easily. then one day i got pissed at it and just pushed up harder and it went "click" loudly, and from then on, it works great!
so... try pushing up hard and seeing if you can get it to click back into the track

I just purchased a 03 GT wagon and my front sunroof wouldn't vent either at first. What I did was vent it, push up firmly and a little click popped it back in place and is working perfect now.
