well as it says the code is p0507 which states its a high idle issue. I have adjusted the idle, cleaned iacv, checked for vacuum leaks with nothing helping the issue. what i want to know is there any way to test if the iacv to see if it is bad? Also if there is anything else that i could check please let me know.

P.S. the code comes and goes along with rough idle.

well industry standard is to remove the IACV and command it in and out with a scan tool. You could try removing it and cycling the key with the IACV plugged in just to see if it moves.

Okay ill try that tomorrow, i read somewhere on the internet that if you take it of when the engine is warm the valve should be completely closed. Is this statement accurate?

I took the valve off today and with it plugged in and key in off position the valve sits at half open. when the key is turned to the on position the valve flicks closed and immediately goes back to half way open.

does this sound like correct operation of the valve?

Yes I would call that normal and at the very least you now know that the valve moves. Is the idle noticeably high? If you clear the code how long does it take to turn back on?

when warm it idles at about 750-1000 and the code usually comes back after idles for about 5 min or less

My best guess would be a small vacuum leak, how did you check for vacuum leaks?
