Anyone know if the dash from fourth gen fits into the third gen ?

Generally, the answer is yes - Subarus are similar enough that any dash can fit, but it will require some fabrication/work to make it look good. As for the wiring - same sort of thing - the plugs may not plug right into each other, but with enough work it could work.

I don't really see why you'd want to go through such an arduous process simply to have a different dash though. Most do these when they're doing a full drivetrain swap so they don't have to splice things - they just carry over the ECU & interior of the drivetrain they're swapping into the shell.

I completely understand wanting to do it. Doesn't matter how nice your car looks on the outside, if it doesn't look sweet from the inside while your driving, whats the point in having it. The 4th gen dash gives such a better feel personally. I'd love to put one in my baja.

Can't answer your question specifically, but i did just put a wrx dash in my 2nd gen, so i can give you some general rule of thumb stuff.

If you get the dash bar that goes with the dash, and modify it (cut an weld) to fit the car, the dash will bolt up a ton easier. Its possible to do it with out, but i would suggest getting the bar.

You can probably kiss your passenger air bag goodbye. it might plug right in and be fine, but air bags sketch me out, and i wouldnt be trying to plug a newer one in to an older harness. Maybe im just being overly sensitive about it, but i would do some hard research on that before i plugged it in.

HVAC controls, going to be a big issue. the newer style is probably automatic climate control/digital? while yours are still going to be mechanical. Might be making a custom center bezel to house your original controls. unless you feel like swaping complete hvac systems.
Also, the new vents on the dash probably wont mesh up with your current vent hoses. Not a huge issue, home depot has a cure for that to fill the gap so your air doesnt get lost under the dash and continues out the vents.

Most subaru switches are pretty universal so there shouldnt really be any rewiring anywhere else. Except for when it comes to the gauge cluster. Your probably going to want the new style cluster so it fits the dash better and looks clean. wiring that might be a slight pain, but very doable.

its not the easiest job in the world. but i wouldn't call it the hardest. just dont attempt it untill you have every single piece ready to go. and be prepared to be driving your car around half put together for a while. its going to take a little time to get it right.
