TOURQUE BIND??

I have searched and didnt come up with anything. Can anybody explain to me what exactly tourque bind is? When it's felt, what it affects etc? I'm having a few weird issues im trying to track down currently. Swapped wheels and tires out last night gonna drive today to see if that helps with some vibration im feeling. Any info would be helpful. Thanks.
