Okay...
I want to put all terrain tires on my car and want to lift it also..
I have a 98 Subaru outback limited...
I got a quote for some yokahama A/T tires for 400..
They are 215/75r15...
Will this be okay for stock ride height for the outback suspension or will i have to lift it?
I hear putting forester struts will raise my car a couple of inches..

You're good to go with those tires on stock suspension. Just be careful as once you put them on, you'll never want to get another set of tires and be forced to always buy Geolander AT/S as they are perfect for Outbacks.
Forester struts are longer than Outback ones so the lift is noticeable but still rather subtle.
You could also go with some strut spacers. Subtle Solutions has some 1" ones that do not require modifications to the steering shaft: http://www.subtle-solutions.com/index.p ... =21_98_114 (http://www.subtle-solutions.com/index.php?cPath=21_98_114)

A note about the Subtle solution strut spacers. I'm running the 1" spacers on my GT with eibach lowering springs. Nice thing is.. the car didn't actually go up any higher, it just lifts the body for more clearance. Pretty sweet if you ask me! Worth the $ and easy to install.
