We've had an issue with steering on our bh outback for a while now. if you turn sharp and go slow there's a knock and it feels like the wheel is moving (front driver). we took it to a shop and he said the tie rods and ball joints are good and replaced the bad axle but the problem still continues. I asked my cousin and he said it might be wheel bearing. what do you guys think?

Could be a bearing. Get that wheel off the ground then grab it a 9 o'clock and 3 o'clock and try to rock it towards the car then away from the car. Do the same with your hands at 12 o'clock and 6 o'clock.
It sould be 100% solid with adsolutely zero play.
Hard to imagine that he replaced the axle, inspected the tie rods/ball joints and didnt notice a bad bearing.
You might also check your power steering fluid level. Turning sharply with low power steering fluid is a no-no.
