Need fiber in my diet??

I dont know much about working on fiberglass and Im going through the process of repairing my bumper. I am almost done fixing all the cracks and stuff and was wondering do I need to sand the whole thing down before I get it painted? Its been painted before and most things I have heard when getting something painted is you should get all the old paint off before getting repainted. Can I leave the old paint on and just ruff it up a little or remove it all?

It depends on how good you want it to look. Sanding it down all the way makes for a nice, smooth, uniform surface. A good paint job is 80% prep, and 20% paint.
