Very confusing boost issue

Hey guys, got a unique issue. I am having a problem getting any boost. I am getting very low boost (1-4psi) until the VOD, then after that I am getting maybe up to 6-8psi of boost. However all of this is only happening at partial throttle because if you open the throttle all the way then the engine bogs down. I feel that it may be a boost problem, or an actuator problem.

get a spray bottle with soapy water and hit the throttle while you spray around the vacuum lines and anything dealing with boost
