Yes.

Technically, they won't drop right in. You need to reuse your stock BG tophats for the rears.

SF (98-02) Foresters use the same tops as GC (93-01) Imprezas and BC (90-94) Legacys.
SG (03-08) Foresters use the same as GD (02-07) Imprezas and BD (95-99) Legacys.

The only big difference between them are the rear tophats, the front suspension remains identical in the strut assembly (aside from length).
