I have a 1998 Legacy GT wagon, and I havent been able to find an exact answer yet. I want to lower my car but am trying to decide between aftermarket springs or will STI springs fit my struts and will it lower my car at all?

STi springs will NOT fit your struts without switching out the tophats... in fact I think that they probably won't even fit the spring perch on the strut body itself.
Your best bet, unless you are willing to pony up the coin for some King Springs (Australia, New Zealand) to get PERFECT fitment, is to install WRX wagon takeoff suspension - struts, springs, tophats - fully assembled. That will bolt on and because it's a wagon it should avoid some of the rear end sag that occurs.
If you look at my old wagon's MR1 thread - you can see how level the suspension was front to back with King Springs.
Your other alternative is H&R springs but those are designed for sedans so you will need a rear spring spacer to raise the back just slightly.
