It is a Tommy Kaira Digital speedo insert that can be retrofitted into either the Standard or BFM clusters for 3rd gen.

There is one insert currently on Yahoo Auctions Japan for about $400 right now. That price is just for the insert, not including the cluster. It is also only available in km/h, but it likely could be used with the same speedometer adapters that work for standard JDM clusters.

I've always wondered how Tommy Kaira worked out the shift and torque lights on their digital dash. IIRC, the TK B4 vehicles had no tuning done, just cosmetic bumper and wing spoiler upgrades.
Not quite like the Mines GTB's.
