So when I first bought my wagon the gas gauge did not work. I swapped a set of 97-99 outback gauges, and they still do not work. I'm guessing the fuel sending unit is bad? Where would this be located in the car? By the gas tank? I also have a new fuel pump I might swap in as well.

Yes the sending unit is part of the fuel pump assembly. You will have it in your hands if you are doing a fuel pump upgrade.

Here's a fuel sending unit from jcwhitney that say it'll fit "2gen legacys" I personally doubt this because of how long it is but nevertheless...

The circled part in the image is the floater which tells UR gauge in UR cluster how much gas is left.

To be fair, it is actually the black part at the other end of that metal arm that would need to be replaced... not just the float.

This is what the OEM assembly looks like:

Thanks Harry. I have a WRX fuel pump and a LGT fuel sending unit that I would like to replace. I can't seem to find them because we are currently moving, but when I unpack the boxes I'll pull them out.
