hi i have a vf20 on the left and a vf14 on the right and i have no low down boost is that cause of the vf20 as the primary?" :-(

Boost leak possibly...any white smoke coming out of the exhaust?

What kind of car is it? You should have a VF20 and a VF21. At least thats what my GT-B and my extra EJ20R came with.
I would check for leaks. If you have done any work to vacuum system getting getting 2 of them mixed up can cause problems also.

its a 94 bg twin turbo my mates car is vf13 & vf 14 and goes a lot better & my is 20 14

The only difference between the VF13 [33.7/47.6 (4/4 blades)] and VF20 [34.7/52.5 (5/5 blades)] is the compressor wheel.So its an upgrade.
The VF14 is equivalent to a VF21.
Restrictor pill present and in right location?

the pill is just below waste gate in right place im petty sure the vf 20 is only a 4 blade not a 5 . low down boost is shit lol not till u get to round 5000 rpm :(

The pill should be in the line from the turbo boost port.Then the T junction with short length to the wastegate and the long line No:23 to the 2 port boost controller.

the pill is where u say it is the vf20 on it is only a 4 blade not a 5

If the turbo is working OK then you should be getting correct boost? Possible faulty turbo?.
Series (1) TT turbos (VF14/16/17/18/19/20/21) all have 5+5 comp blades except the VF13 4+4
Series (2) TT turbos (VF25/26/27) all have 6+6 comp blades
Series (3) TT turbos (VF31/32) have 10 blades and the VF33 has 6+6
